Tenth Sino-European Cyber Dialogue

The tenth meeting of the Sino-European Cyber Dialogue (SECD) was convened in a hybrid format on 12 and 13 December 2022. The meeting was hosted by the Digital Society Institute (DSI) of the ESMT Berlin and the China Institutes of Contemporary International Relations (CICIR). Despite the challenging Covid-19 circumstances, the hybrid meeting in Geneva was attended by more than 50 Chinese and European academics and government officials.

The 10th anniversary meeting of the Sino-European Cyber Dialogue underscored the relevance of continuing 1,5 track dialogue on cyberspace issues between European and Chinese counterparts. The SECD dialogue serves as a confidence-building measure that increases transparency and mutual understanding on the European and Chinese cyber policies. Previous meetings have taken place in Beijing, Hangzhou, Oslo, and The Hague.

Participants discussed China’s and Europe’s policies towards international cyber issues including UN cyber processes, international law, cyber norms, and confidence building measures. Further, the participants exchanged views on technical and economic developments in digital domain, including Internet governance, data governance, emerging technologies, as well as critical infrastructure protection. In the course of the dialogue, the delegations briefed each other on different cyber processes and answered questions on various respective laws and regulations.

The exchange on specific topics showed how this dialogue successfully contributed to increased transparency and understanding. Differences, but also opportunities for deeper exchanges, were identified. Delegates emphasized the importance of open communication and recognized the value of such dialogue in promoting mutual understanding and cooperation, as well as in ensuring the overall stability of cyberspace.

Looking forward, delegates expressed their wish to continue the discussions in the eleventh iteration of the Sino-European Cyber Dialogue - hopefully in person again.
