Thomas C. Wingfield

Thomas C. Wingfield is the acting Chancellor, Dean of Faculty and Academic Programs, and former Professor of Cyber Law at the College of Information and Cyberspace (CIC) at National Defense University (NDU) in Washington, DC. He holds a J.D. and an LL.M. from Georgetown University Law Center. He has taught at the UAE’s National Defense College, the Marshall Center in Garmisch-Partenkirchen, Germany, and the US Army Command and General Staff College. A former Chair of the American Bar Association’s Committee on International Criminal Law, he is the author of The Law of Information Conflict: National Security Law in Cyberspace and a member of the drafting committee for the Tallinn Manual on the International Law applicable to Cyber Warfare.  He has been nominated to become the next Deputy Assistant Secretary of Defense for Cyber Policy.
