11th Sino-European Cyber Dialogue
The 11th meeting of the Sino-European Cyber Dialogue (SECD) was held in Warsaw on November 21-22, 2023. The meeting was organized by the Digital Society Institute (DSI) of ESMT Berlin and the China Institutes of Contemporary International Relations (CICIR). The face-to-face meeting in Poland was attended by around 50 Chinese and European scholars and government officials.
The 11th meeting of the Sino-European Cyber Dialogue underscored the importance of continuing the dialogue on cyberspace issues between European and Chinese counterparts. The SECD dialogue has served as a confidence-building measure and a useful exchange to increase transparency and mutual understanding between European and Chinese experts on technology policies for more than a decade.
Participants discussed Chinese and European policies on international cyber issues, including UN cyber processes, international law, norms of responsible state behavior, and confidence-building measures. Both sides reaffirmed their commitment to maintaining cyber stability and implementing the framework for responsible state behavior in cyberspace. Participants also exchanged views on technical and economic developments in the digital domain, such as AI regulation, data governance frameworks in Europe and China, and critical infrastructure protection. During the dialogue, delegations from both sides briefed each other on various cyber processes and answered questions on respective laws and regulations. Further efforts could be envisaged to advance discussions on cyber resilience.
The exchanges on specific issues showed how this dialogue has been successful in increasing transparency and understanding. Differences were identified, but also opportunities for deeper exchanges. Delegates emphasized the importance of open communication and recognized the value of such dialogue in promoting mutual understanding and cooperation, as well as in ensuring the overall stability of cyberspace.
