Isabel Skierka, Researcher, Digital Society Institute
Isabel Skierka is a researcher with the Digital Society Institute at ESMT Berlin. She is also pursuing a PhD at the Ragnar Nurkse School of Innovation and Governance at Tallinn University of Technology in Estonia in which she explores risk management in digital government and digital identity management.
In her projects at DSI, Isabel focuses on technology policy, IT security, and digital government technologies with a focus on digital identity management in Germany and Europe. Her project partners include Bundesdruckerei GmbH, TÜViT, and Verimi GmbH, among others.
She is a regular contributor to the public debate on technology politics and cybersecurity in the media (among others in Handelsblatt, tagesschau.de, Deutschlandfunk, Frankfurter Allgemeine Zeitung, Internationale Politik, Deutsche Welle, several podcasts) and has presented her work on IT security and digital sovereignty at the German parliament's committee for the Digital Agenda. She is a non-resident fellow with the think tank Global Public Policy Institute (GPPi) in Berlin, and is active in several multi-stakeholder organizations, such as the board of the European Society for Digital Sovereignty e.V., the "Netzwerk Technologie und Gesellschaft" e.V. (network for technology and society), and the Transatlantic Cyber Forum of Stiftung Neue Verantwortung. She has also served as a the next generation steering committee member of the UN Internet Governance Forum's German chapter.
Prior to joining ESMT, Isabel was a research associate with GPPi where she helped build the institute’s digital and technology program. Isabel has also worked at NATO as a Carlo Schmid Fellow, at the European Commission’s DG Connect as a Bluebook Trainee, and as a visiting researcher at the Institute of Computer Science of the Free University of Berlin.
Isabel holds a master’s degree with distinction in international conflict studies from the War Studies Department of King’s College London and a bachelor’s degree with distinction in European studies from Maastricht University, including an exchange at Sciences Po in Paris. She has been awarded scholarships by the German Academic Exchange Service (DAAD) and by Maastricht University for her studies and fellowships.
