Isabel Skierka, Researcher, Digital Society Institute
Isabel Skierka is a researcher with the Digital Society Institute at ESMT Berlin. She is also pursuing a PhD at the Ragnar Nurkse Department of Innovation and Governance at Tallinn University of Technology in Estonia in which she explores cybersecurity crisis management.
In her projects at DSI, Isabel focuses on cybersecurity policy in Germany and Europe (including IoT security and safety), e-governance, electronic identity management, and the intersection of geopolitics and technology. Her main project partner at DSI is TÜV NORD Group.
She is a regular contributor to the public debate on digitization and cybersecurity in the media (among others in Handelsblatt,, Frankfurter Allgemeine Zeitung, Internationale Politik, Deutsche Welle, several podcasts) and has presented her work on IT security at the German parliament's committee for the Digital Agenda. She is a non-resident fellow with the think tank Global Public Policy Institute (GPPi) in Berlin, and serves as a member of multiple multi-stakeholder organizations, such as the UN Internet Governance Forum's German chapter, the "Netzwerk Technologie und Gesellschaft" (network for technology and society) and the European Society for Digital Sovereignty.
Prior to joining ESMT, Isabel was a research associate with GPPi where she helped build the institute’s digital and technology program. Isabel has also worked at NATO as a Carlo Schmid Fellow, at the European Commission’s DG Connect as a Bluebook Trainee, and as a visiting researcher at the Institute of Computer Science of the Free University of Berlin.
Isabel holds a master’s degree in international conflict studies from the War Studies Department of King’s College London and a bachelor’s degree in European studies from Maastricht University, including an exchange at Sciences Po in Paris, with scholarships from the German Academic Exchange Service (DAAD) and Maastricht University.
